Tier 1 shoreline clean up
Tier 1 spill equipment and training is a core group of professionals within Perth Petroleum Services whose primary focus is to provide specialised oil spill response equipment and training for near shore and shoreline oil spill response.
This is often referred to as “Tier 1 Equipment” or “Shoreline Response Equipment”.
Tier 1 can provide your company with both equipment and services.
Equipment
- Marine oil spill equipment such as oil booms, skimmers, absorbents – all designed to help defend, deflect and recovery oil spills.
- Equipment to assist with tasks associated with shoreline oil spill response and clean up, such as specialised rakes, shovels, inflatable tents and showers, decontamination equipment and forward-staging camp equipment.
- Purpose-designed and pre-packed PPE packs and shoreline response kits to assist in the rapid deployment of your response teams.
- Specialised oiled wildlife equipment designed to capture, transport and wash and manage oiled wildlife.
- Life sized imitation animals for oiled wildlife spill response training exercises.
Services
- Deliver our Level 1 “Pre-event” oil spill response training to your team. This will develop skills for the appropriate response to land and water-based oil spills and an introduction to shoreline oil spill response.
- Deliver induction training and fit out your team with appropriate PPE before responders are mobilised to spill site.
- Provide access to our “Spill Equipment Coordinators” who will act as emergency logistic coordinators, ensuring oil spill equipment can be promptly mobilised to the affected site during an oil spill event.
- Provide your management team with regular updates on oil spill inventory (including inventory movements) during a spill event, allowing your management team to effectively coordinate its ongoing clean-up response.
- Provide an “On-site Coordinator” to establish an on-site storage area at your Base Camp for shoreline response equipment.
- Work with your incident management team and its contractors to establish a series of smaller stores of spill equipment at each forward staging area.
- Provide access to Australia’s largest inventory stockpile if more than $3million, located within nine strategic locations across Australia and New Zealand so that we can quickly replenish our inventory and keep your response team active.
- Preferential access to our large Australian manufacturing facilities to replenish consumed stock, so that you do not need to rely in imported products and the associated delays of importation.
The following comprehensive stockpile is readily accessible and can be replenished quickly from any of our locations in Australia.

Perth Petroleum Services (PPS) and the Tier 1 team have developed a number of close working relationships with other industry specialists. Specifically PPS and Pendoley Environmental have developed operating synergies that enable a joint offering to clients who require trained “beach masters” responders and oiled wildlife officers. Through this collaboration, a series of Standard Operating Procedures (“SOP”) have been prepared.
These include:
- How to establish a forward staging area along the coastline (in particular remote coastal positions); and
- Techniques on how to conduct a shoreline clean-up across a range of shoreline scenarios
PPS has actively tested these operating procedures in a series of actual spill incidents and exercises.
PPS, Pendoley Environmental, Aerometrix and the Port of Coogee came together in an exercise scenario where 100 litres of diesel fuel spilt in the entrance to Port Coogee Marina was simulated. Boom deployment and shoreline clean-up, along with Oiled Wildlife Response was exercised. The use of an Unmanned Aerial Vehicle (UAV) for fauna ‘search and secure’ in a built-up coastal/port environment was also tested.

Shoreline Clean up Equipment
Tier 1 has prepared lists of equipment which a response crew will need in order to carry out a shoreline cleanup. We have not only looked at the tools they would require but also have selected the correct PPE, additional quick bunds and portable storage bunding for the waste generated, absorbents and additional items that a crew would need such as shelter, first aid etc.
The equipment lists are broken into these groups:
- Manual clean up teams
- Near shore response teams
- Low pressure washing teams
- High pressure washing teams
- Decontamination zone teams
The Tier 1 and Perth Petroleum Services team has also planned and built First Response trailers for a shoreline incident and oiled wildlife trailers.
